West Haverstraw Man Faces Drug Possession Charges In Orangetown ORANGETOWN, N.Y. -- Orangetown police, who pulled over a driver for using a cell phone Saturday, ended up charging him with drug possession. Franklyn Soto, 22, of West Haverstraw, was stopped on Main Street in Nyack around 7 p.m., police said. Police said they arrested Soto after finding several containers of marijuana in his car. He was charged with fifth-degree criminal possession of marijuana, a misdemeanor, police said. Soto is to appear in Nyack Village Court next month.

Antonio Rodriguez-Hilaro, 39, who police say was driving erratically, was pulled over on Route 45. Rodriguez-Hilaro was also charged with driving with a suspended license, Falco said.
